中新网评:处理核污水绝不是日本自家私事******
中新网北京1月19日电(蒋鲤)日本政府近日称,将于2023年春夏期间开始向海洋排放经过处理的福岛第一核电站核污水。日本罔顾国内民众及周边国家的屡屡反对,企图将核污水“一倒了之”,把一件关乎全球海洋生态环境和公众健康的事当成了自家私事。
资料图:日本福岛第一核电站。2011年,福岛核电站事故发生后,大量放射性物质泄漏到大气层和太平洋,对周围环境造成了难以逆转的伤害,数十万人被迫撤离该地区。时至今日,作为日本邻国之一的韩国仍未解除福岛海鲜禁令。
日本以核污水存储能力即将达到上限为由,在2021年4月13日,正式决定将福岛第一核电站核污水排入太平洋。过去一年多,日本政府和东京电力公司一直在持续推进核污水排海计划。
日本政府辩称,这些核污水经多核素处理系统(ALPS)处理后很安全,甚至“可以喝”,这样的表态无疑在愚弄大众。
事实上,经过处理的核污水仍含有多种放射性物质,核污水一旦排放入海就无法回收,长期来看,将会给海洋生态带来难以估量的潜在威胁,最终危害人类健康。
因此,核污水排海计划推出后,遭到日本民众强烈反对。日本《朝日新闻》2022年3月公布的问卷调查显示,福岛县、宫城县和岩手县受访的42个市町村长中,约六成反对东京电力公司福岛第一核电站核污水排放入海。日本全国渔业协会联合会也多次申明立场,反对该计划。
日本政府认为,核污水排海是最便宜、最省事的解决方案,但此举却将周边国家乃至全世界置于核污染风险中。太平洋非日本一家之海,核污水会随着洋流流动,其影响势必会跨越国界,危害周边国家乃至整个国际社会的公共福祉和利益。
《韩国经济新闻》发文称,相关研究认为,福岛核污水如果排放入海,约7个月后将到达济州等韩国海域,该国水产业和旅游业将遭受相当大的损失。
德国南极海洋机构也曾发出警告,若日本将所有核污水排入海中,不到半年,整个太平洋都将面临高度辐射威胁,包括远在大洋另一端的美国。太平洋地区人民更是对日本该计划持反对意见。
日本作为《联合国海洋法公约》缔约国,有义务保护海洋环境。然而,在核污水排海方案的正当性、核污水数据的可靠性、净化装置的有效性、环境影响的不确定性等问题上,日本未能作出科学、可信的说明。
国际原子能机构技术工作组虽已三次赴日实地考察评估,但尚未就日排海方案的安全性给出结论,并且对日本提出诸多澄清要求和整改意见。在此情况下,日本仍执意推进核污水排海工程建设,这是极不负责任的行为。
太平洋不是日本的下水道,日本必须正视各方合理关切,在与周边国家等相关利益方和国际原子能机构充分协商后,制定合理的核污水处理方案。日本也要着眼长远,若只顾眼前,执意将核污水排放入海,不仅其自身,周边国家乃至全世界都将为之买单,其后果必将会危害数代人。
Fukushima water disposal by no means Japan’s own business

(ECNS) -- Japan has announced it will release treated wastewater from the wrecked Fukushima Daiichi Nuclear Power Plant into the Pacific Ocean this year.
Although Fukushima wastewater disposal affects global marine ecological environment protection and public health, Japan has turned a deaf ear to domestic and international opposition to dumping the contaminated water into the sea, treating the "global" matter as its own business.
The Fukushima accident in 2011 had sent large quantities of radiation into the atmosphere and the Pacific Ocean, causing irreversible damage to the surrounding environment, and hundreds of thousands of people were forced to evacuate the area. South Korea still maintains its import ban on Japanese seafood from areas affected by the Fukushima nuclear disaster.
On April 13, 2021, Japan announced it had decided to discharge contaminated radioactive wastewater in Fukushima Prefecture into the sea due to dwindling storage space, with the Japanese government and plant operator Tokyo Electric Power Company Holdings Inc. promoting the release plan over the past year.
The Japanese government argues that the water treated by an advanced liquid processing system, or ALPS, is safe and drinkable, which is undoubtedly fooling the public.
In fact, the treated wastewater still includes a variety of radioactive substances and can’t be recycled once discharged into the sea, which will pose a great threat to marine ecology and ultimately endanger human health in the long run.
Therefore, the discharge plan has been strongly opposed in Japan. According to a questionnaire conducted by The Asahi Shimbun, nearly 60 percent of mayors of 42 municipalities in Iwate, Miyagi and Fukushima prefectures oppose the discharge plan. The National Fisheries Cooperative Federation of Japan has also repeatedly stated its opposition in public.
The Japanese government believes that dumping Fukushima wastewater into the sea is the cheapest and most convenient solution, but neighboring countries and even the whole world will be at risk of nuclear pollution.
The Pacific Ocean doesn’t belong to Japan and the wastewater flow along oceanic currents will surely break boundaries and endanger public welfare and the interests of neighboring countries and even the international community.
The Korea Economic Daily reported that related research concluded that if contaminated water from Fukushima is released into the ocean, it would only take seven months for the contaminated water to reach the shores of Jeju Island, with the country's aquaculture and tourism suffering considerable losses.
According to the calculation of a German marine scientific research institute, radioactive materials will spread to most of the Pacific Ocean within half a year from the date of discharge, and the U.S. and Canada will be affected by nuclear pollution. People in the Pacific region also oppose the discharge plan.
As a participant of the United Nations Convention on the Law of the Sea, Japan has the obligation of protecting the marine environment.
However, it hasn’t offered a full and convincing explanation on issues like the legitimacy of the discharge plan, the reliability of data on the nuclear-contaminated water, the efficacy of the treatment system or the uncertainty of environmental impact.
Though the IAEA has yet to complete a comprehensive review after three investigations in Japan, the Japanese side has been pushing through the approval process for its discharge plan and even started building facilities for the discharge. It is rather irresponsible for Japan to act against public opinion at home and concerns abroad.
The Pacific Ocean is not a private Japanese sewer. The country must seriously heed the voices of the international community and make a reasonable plan for the Fukushima wastewater disposal after full consultation with stakeholders and international agencies.
If it only seeks instant interest and insists on discharging the contaminated water into the sea, not only itself, but also its neighboring countries and the entire world will pay for the decision and several generations will be forced to bear the consequence.
上海站“心尚”工作室:真正把旅客的事放在心上****** 面对今年春运期间日均约23.9万人次的客流量,如何把服务做到旅客心上?铁路上海站“心尚”服务工作室领衔人周绚心里有数。经常一天走两万步,“服务心得”密密麻麻记在两个笔记本上,加入多个残疾人、病友等重点旅客出行微信群……从事铁路客运工作10余年来,周绚热心帮扶了老弱病残孕等重点旅客4万余人。 随着疫情防控政策进一步优化,铁路将在今年春运期间迎来出行高峰。从1月7日至2月15日,铁路上海站(下辖上海站、上海南站、上海虹桥站等7个站点)预计发送旅客955万人,同比增长38.7%。为此,铁路上海站在恢复各趟列车开行的同时,增开多个方向旅客列车272对,并将根据客流情况精准实施“一日一图”,通过加开列车、动车组重联、普速列车加挂车厢等方式增加运力。 为提升旅客的出行体验,让旅客感受到“被放在心上”的贴心服务,2015年,上海直属站整合上海站、上海南站、上海虹桥站内的雷锋服务站,创建“心尚”服务工作室。周绚是工作室的首批15个“学徒”之一。 “要成为‘心尚’工作室的一员,除了业务过硬,还要有服务旅客的热情和发自内心的信念感。”1月7日早上5点,周绚和同为铁路工班长、供职于上海站的丈夫一起出发,分别前往各自的工作岗位。这一天是春运首日,铁路上海站总计发送旅客23.27万人,同比增长45.8%。周绚全天要为40名重点旅客提供服务。到了春运高峰期,她服务的重点旅客数量将会翻一倍。 “心尚”服务工作室客运员范皓介绍,《特殊重点旅客登记簿》记录了每天提前通过12306网站或电话预约的重点旅客的信息,包括车次、开车时间、站台等,“比如旅客需要优先进站、需要轮椅等情况,我们都会备注”。 范皓2022年进入工作室,成为周绚的徒弟和助手。在她眼中,急旅客之所急是每名“心尚”人的责任,“这种需要和被需要紧密相连,给了我们很大的动力”。 上午10点20分,周绚推着轮椅来到上海虹桥站进站口,帮助一位刚出院的老人搭上返乡的列车。把老人安顿好后,她还不忘嘱托列车员到站时帮老人搬下行李,并安全送到接站的家人手中。 “因为工作原因我没有办法送妈妈回家,听朋友说铁路也可以提供重点旅客服务,就提前在网上预约了。出发前,‘心尚’服务工作室的工作人员反复给我打电话沟通,不仅让我们体验了便捷的服务,他们的责任心还给了我们安全感。”这位老人的女儿对中青报·中青网记者说。 很多常年往返于上海虹桥站和家乡的旅客,都成了周绚的“固定”服务对象。90后女孩任芬就是其中之一。 2019年,患有多种罕见疾病的任芬在妈妈的陪同下,在上海多家医院就诊后,被急救车送到上海虹桥站,计划乘高铁返回家乡安徽省全椒县。由于身体不便,她和妈妈到“心尚”服务工作室求助,从此,几乎每月一次的求医往返旅程都有了周绚的细心陪伴和照顾。那时候的她基本不能自理,需要用担架运送。 随着身体好转,任芬来上海就诊的时间间隔逐渐延长至3个月、半年、1年,现在已经可以自己操作电动轮椅去看病了。任芬平时会和周绚在线上分享彼此的生活,周绚每年都给任芬寄车站的春运吉祥物。 除了帮扶老幼病残孕等重点旅客,“心尚”服务工作室还负责问询服务台的客运业务咨询和站内失物招领。 近日,上海虹桥站每天登记失物招领人数有七八十人,物品达三四百件,这些物品由虹桥站内的仓库暂时保管,期限为180天,逾期的物品将交由公安机关处置。 负责失物招领的客运员邵晓路介绍,每个负责失物招领的客运员需要值守24小时,从早上开行第一班列车开始,到深夜最后一班列车到站为止。春运开始后,他们平均每天只能睡两三个小时。 随着重点旅客服务需求的增加和旅客对温馨快捷服务的认可,“心尚”服务工作室吸纳了越来越多有责任心的年轻人加入。 “工作室的28个小伙伴平均年龄只有28岁,基本都是女生,春运期间很辛苦,但都任劳任怨。”周绚说,为了打造优质服务的金字招牌,从去年10月开始,该工作室在线上和铁路候车室发放了关于提升服务质量的调查问卷。在收回的120份问卷中,他们摸到了重点旅客出行的“痛点”,采纳并落实了在无障碍电梯处张贴方位指示标识的建议,便于残疾旅客确认在车站的具体位置并告知工作人员。 此外,他们还在各站区设立医疗服务点,邀请医务人员在节前高峰到站坐诊、巡诊,为旅客提供医疗救助,并在各站区工作室内配备“安康袋”,为身体不适的旅客提供姜茶包、润喉糖以及应急药品、冰宝贴等物品。 春运是每个铁路人一年中最繁忙的时间段,也是周绚家里最冷清的时候。“每天早出晚归,和爱人一周也见不了几面,孩子就只能交给家里的老人来带。但是她知道爸爸妈妈在送无数人回家团聚,所以很听话,我们也很欣慰。”周绚说。 本报上海1月8日电 中青报·中青网记者 王一迪 魏其濛 来源:中国青年报 (文图:赵筱尘 巫邓炎) [责编:天天中] 阅读剩余全文() |
